The lands were originally owned by the Cherokee Nation but were later conveyed to the United States for the education of Indian children. The Cherokee Nation believes that the lands are surplus and in excess of the needs for the Indian school, and they are seeking to re-acquire them for the benefit of their members. The report stated that Mrs. Allen was having issues with her supervisor, Mrs. Leola Taylor, regarding educational leave for the summer. The Area Personnel Officer met with Mrs. Allen and her supervisor to resolve the issue. Mrs. Taylor assured cooperation, and a plan was developed to meet Mrs. Allen's certification needs and benefit the education program at Chilocco.
