The Southwestern Power Administration indicated that they could market power from the hydro plant to recover costs. The Bureau of the Budget stated that power costs should be recovered within 50 years. The responsibility for repayment of power costs rests with the Department of the Interior. The average useful life of hydraulic power production is listed as ranging from 35 to 150 years. The average number of years for amortization of existing power features in multiple-purpose dams and reservoirs is approximately 75 years.
