Carmack that Caddo County's application for eligibility under the Public Works and Economic Development Act of 1965 is based on language inserted by Senator Harris that allows counties with federal or state Indian reservations or restricted Indian lands to qualify. Wallace hopes Dr. Carmack will help push it through as Caddo County's industrialization efforts will suffer a setback without approval.
