The program, originally known as 1 to 1 Volunteer Services, was created in 1970 and has since become affiliated with the national Big Brothers of America and Big Sisters International programs. Youth in the program are typically ages 8-16 and may come from one-parent homes or face other challenges. Adults interested in volunteering must go through a screening process and commit to spending at least 3 hours a week with their matched youth. Despite providing additional information on time, they were told they would not receive food stamps for the month. Case workers were overwhelmed with work and did not process their case in time. Mrs. Pendergrast was advised to apply for benefits around the first of the month and to make sure to have receipts for two months.
