The Kiowa Land Association's list of member-applicants cannot be considered a blanket application, and each member must apply individually. Pitner, explained that due to a serious injury in 1951, Kerchee was left paralyzed and unable to work, and therefore, the Bureau of Indian Affairs needed to assist, guide, and supervise him in the disposition of his valuable real estate. Despite Kerchee's protests, the Bureau approved a supervised sale of his land in 1962.
