Schwabe sent out a questionnaire to 40,000 people in his district and found that over 90% were against the loan. He believes that he should represent his constituents honestly, even if it goes against their views. He suggests that those in favor of the loan should buy British Bonds. Mrs. Garrison believes the loan to Britain is justified and will help world trade, and urges Schwabe to vote for it.
