- Description:
- Senator Elmer Thomas received a letter from Tennyson Berry, a Kiowa-Apache Indian, protesting the Office of Indian Affairs' decision to limit the tribal delegation to one member from each tribe due to budget constraints. The letter explained that although some tribes had enough funds to pay for a larger delegation, Congress had placed limitations on the expenditure of tribal funds for council and delegation expenses.
