<dcterms:description>Mr. Jim Snow, Jr. inquired about obtaining an Indian allotment on Forest Service lands in Oklahoma. The Forest Service explained that all lands suitable for agricultural settlement have been settled or allotted, and there are no lands available for homesteading or allotment purposes. The Forest Homestead Act of 1906 did not provide homesteading rights for Indians, and the lands in question were reacquired by the United States for specific purposes and are not open for settlement. The Forest Allotment Act of 1910 allowed eligible Indians to obtain allotments on National Forest lands, but all lands classified for agricultural settlement have been settled or allotted. Congress repealed the 1906 act in 1962 because its purpose had been fulfilled. The Forest Service expressed understanding for the frustrations of those who obtain Certificates of Eligibility but find no lands available for agricultural settlement.</dcterms:description>

<dcterms:description>The Oklahoma Indian Affairs Commission has analyzed Senate Bill 1017 and opposes Part A, as they believe it does away with the Johnson-O'Malley Act and cannot be implemented with proposed funding. They suggest rewriting the Bill and doubling the appropriation. They support Part B of the Bill. The document also outlines the implications and concerns regarding the Indian Self-Determination and Educational Reform Act of 1973, including issues with definitions, contracting arrangements, funding, and lack of provisions for Indian parent control in programs.</dcterms:description>

<dcterms:description>The Coalition of Indian Controlled School Boards, Inc. supports Senate Bill 1017, which aims to give Indians greater control over their children's education. However, they have concerns about the limitations in the bill, which they believe prevent true Indian self-determination in education. They argue that the Federal Government should not have discretion in deciding which Indians receive funding for education, as this hinders progress towards full Indian self-government in education. They also criticize the Bureau of Indian Affairs for thwarting educational self-determination and emphasize the need for revisions to the bill to truly empower Indian communities in education.</dcterms:description>
