The poll showed that the majority of Osage people did not favor a change in their form of government. The Chief expressed concerns about the proposed legislation, which would create a second Council and potentially exclude those with less than 1/4 blood from participating in tribal government affairs. The Chief urged Senator Bartlett not to introduce the legislation based on the results of the poll. The Chief also sent copies of the letter to other government officials and the Commissioner of Indian Affairs.
