- Dr. R.L. Winter, a practicing Osteopathic physician, responds to Congressman James R. Jones's inquiry about comprehensive health planning, PSRO's, and national health insurance. Dr. Winter supports catastrophic health insurance, but believes national health insurance should be run by private insurance companies to avoid federal administration issues.
