Elmer Thomas explains that the contract is being drawn and will be submitted to the tribes for consideration and vote. He states that he will work to get the contract ratified by Congress and the necessary funds appropriated once approved. Mrs. Horton requests that old debts be paid and expresses her desire for the agreement to be upheld.
