- The text consists of a series of letters between Senator Elmer Thomas and former Governor Henry S. Johnston regarding complaints from Otoe Indians about discrimination in enlisting their boys in CCC camps. Senator Thomas promises to take up the matter with the Department in order to assist Governor Johnston.
