- The document is a letter from Lewis R. Harris expressing his contempt for Chester Bowles' exercise of authority in obtaining the signature of Secretary of Agriculture Anderson to a cotton trading directive. Harris believes that America should have a government of laws, not one run by non-elected bureaucrats like Bowles. He criticizes the New Deal bureaucracy, especially the O.P.A., and hopes that Congress will abolish it. Representative George B.
