- Description:
- Kenneth W. Ishmael, a postal clerk from Tulsa, Oklahoma, sought assistance from Congressman George B. Schwabe regarding the restoration of his seniority after being transferred to Phoenix, Arizona, and then back to Tulsa. Despite strong representations made on his behalf, the Post Office Department maintained its policy of not granting credit for previous service upon transfer. Ishmael's case was considered unfortunate, but no exception could be made. Congressman Schwabe expressed regret for not being able to assist Ishmael further and assured him of continued support for postal employees. Ishmael's situation was brought to the attention of the First Assistant Postmaster General, who confirmed the department's policy on seniority determination.
