Jerry Voorhies was ranked as the most outstanding representative, while Cecil King was ranked as the least outstanding. The survey also included rankings by state and criteria for rating the congressmen, such as their ability to present issues, debate, vote in the public interest, understand issues, committee work, attendance, leadership, and overall ability and conscientiousness.
