- The document from Mr. Page Belcher to Mr. Bob K. Hicks informs him that funds were not appropriated for the Indian Business Development Program for the fiscal year. Mr. Belcher checked into the matter on Mr. Hicks' behalf and enclosed a letter from Mr. Harris Loesch, Assistant Secretary of the Interior, explaining the situation.
