- Lt. Gen. Edward L. Rowny, the representative of the Joint Chiefs of Staff at the Strategic Arms Limitation Talks (SALT), is in town and will be returning to Geneva soon. Senator Bartlett is encouraged to meet with General Rowny before leaving for Geneva to get an idea of what to expect in the negotiations.
