- The California Tribal Chairmen's Association is concerned about the lack of leadership and implementation of Public Law 93-638 and Public Law 94-437 by the California Program Office of Indian Health Service. They feel that the actions of the office have led to confusion and misinterpretation of the laws, resulting in challenges to Tribal sovereignty and exploitation of Tribal health programs. The Association accuses the State Department of Health and other organizations of conspiring against Tribal governments and misrepresenting facts to gain control of health funds.
