- Dr. Gary C. Young of Ponca City, Oklahoma raised questions regarding a job advertisement in the Ponca City News that appeared to give preferential treatment to Indians. The response from the Department of the Interior indicated that the advertisement was permissible under the Civil Rights Act of 1964, which allows for preferential treatment for Indians living on or near reservations.
