- Mr. Lee called at 3:40 p.m. regarding an application made by Mr. Belvin. The Acting Commissioner mentioned that they cannot make a decision until Mr. Belvin officially applies. It is suggested that Mr. Belvin make the application in the usual manner and if denied, he can appeal to the Commissioner. The new Commissioner will be in Washington for a short time before visiting the Indians.
