["The document is a series of letters and resolutions regarding the proposed transfer of the Bureau of Indian Affairs from the Department of the Interior to the Department of Health, Education and Welfare. The Inter-Tribal Council of the Five Civilized Tribes of Oklahoma is requesting a public conference on the matter to ensure that Indian leaders have the opportunity to express their views. The Council believes that the Department of the Interior is better suited to manage Indian affairs and that any transfer should be done with the consent of the Indians.
