Edwards, who is critical of the Administration's proposal to increase the U.S. financial contribution to the International Monetary Fund, is concerned about the potential financial disaster if Latin American countries fail to meet their debt obligations. He is also worried about the impact on U.S. farmers who rely on overseas grain sales.
