Despite efforts in the 1960s, housing conditions have not improved due to population growth, deteriorating housing, and lack of funding from HUD. The Housing and Community Development Act of 1974 included a set-aside for Indian housing, but only a fraction of the required units have been contracted due to delays in processing paperwork and accounts receivable issues.
