Schwabe forwarded the suggestion to his secretary in Washington who is working with the Legislative Counsel to prepare a proposed bill to introduce in Congress. The Legislative Counsel is currently preparing the bill and it will be ready for Schwabe to introduce after Congress reconvenes.
